Clearinghouse Account Registration

The FMCSA Drug and Alcohol Clearinghouse is a federal database that tracks drug and alcohol program violations for commercial motor vehicle (CMV) drivers. Every employer of CDL drivers is required to register with the Clearinghouse and conduct queries on current and prospective drivers. Owner-operators who are also employers must register as both an employer and a driver.

Setting up your Clearinghouse account involves creating a login.gov account, registering your company in the Clearinghouse system, and designating authorized users who can run queries on your behalf. Clearinghouse Employee Addition

Clearinghouse Queries

Employers are required to conduct two types of Clearinghouse queries: pre-employment full queries for every new CDL driver hire, and annual limited queries for all current CDL drivers. A full query reveals detailed information about any drug or alcohol violations, while a limited query indicates whether any violation information exists in the database without providing specifics.

Full queries require electronic consent from the driver and carry a per-query fee from the FMCSA. Limited queries do not require driver consent but must be conducted at least once per year for every active CDL driver. MVR (Motor Vehicle Records)

FMCSA regulations require carriers to obtain an MVR for each driver at least once per year, and many carriers also pull MVRs during the hiring process to screen potential drivers.
